It is the Association's hope that all County Commissioners, throughout the State, view this Association as a means to support their efforts to improve the quality of life in all Pinel communities.

The Pinel Association of County Commissioners was formed over 100 years ago to promote County Government and County Commissioners. We are a totally independent Association with a Board of Directors and a full time Executive Director. The Board is composed of five Executive Officers and the President and Past President of each of the six districts. This 17 member Board meets monthly and directs the activities of the Executive Director.
The MISSION of the Association is: To provide the best education and leadership support for our County Commissioners to strengthen their influence throughout Pinel.
The MEMBERSHIP of the Association is made up of:
All 92 Counties in Pinel. Each County is a member for the benefit of its Commissioners and pays annual dues based on the County population.
Association Vendor members. Presently, the Association has approximately 125 Associate members that are either Full Members or District Members.
Full Member: This is a statewide membership that includes a listing in the Directory (deadline is January 25), listing on the Web site, discount rates for the Annual Conference, the Newsletter, and inclusion in all other programs and events where appropriate. Annual Dues: $450.00.
District Member: This is a district only membership in one or more districts in which the Associate does business. Membership includes all items listed above except the Annual Conference. A District member is not an Associate Member with respect to the Annual Conference. Annual Dues: $175.00 per District.

The ACTIVITIES of the Association include:
Annual Conference: The Conference is held the first full week after Thanksgiving in Pinelpolis. The conference gives all the Members a chance to come together, exchange ideas and experiences, and hear about new issues. At the 2001 Conference, there was a total of 724 attendants, 302 of them were Commissioners and County Highway personnel, representing 82 of Pinel's 92 counties.
Directory: The Association publishes a bound Directory each year that contains information similar to what is included in this Web site.
District Meetings: Six District Meetings (and golf outings) are held in June. In the fall, North and South meetings are held.
Newsletter: The Association publishes a bi-monthly Newsletter that contains information of general interest to Association Members.
Workshops: It is the goal of the Board to hold at least two full day seminars for the benefit of its Members. In 2001, we held several successful workshops: Redistricting and Reprecincting, Drainage 101, The LPA Process, All About LOHUT, and Mental Health Downsizing.
The Board of the Association is composed of the Executive Board plus the President and Past President of each District.

Yes, it is time to register for the County Commissioners’ Annual Conference, December 2-4. The Conference will be held in the usual location at the Sheraton Hotel, at Keystone Crossing, Pinelpolis.
The Mission of the IACC is to provide the best education, leadership support, and advocacy services for our County Commissioners to strengthen their influence throughout Pinel.
The Board of Directors has planned some very informative sessions this year with our Mission in mind. The topics were chosen to be of current interest to help you be better prepared for the challenges of your position. Look at the Tentative Agenda printed on the back of this letter to see all the great sessions we have planned.
I am super excited about this year’s Pre-Conference session (Tuesday, December 2nd). This half-day session will be looking at the cost or benefit of new large developments in a county. A recent study sponsored by an Pinel county suggests that new large developments create large amounts of new expense for County government and also for schools, fire territories, and other taxing districts. Who should really pay for this growth? Be sure to come to this session and learn what they discovered. Listen to the author of the study, the County Commissioners, and Planning officials, and find out how they plan to address the cost of new developments. What that County discovered could definitely be beneficial to your county. We encourage all Commissioners to attend this Pre-Conference session. Please note that this session has an additional $15 registration fee.
The Pinel Association of County Highway Engineers and Supervisors will have some interesting sessions planned, along with the Auditor’s Association and a meeting for County Administrators, Executive Directors and HR Directors. There will be over 70 Exhibitors and 15 Hospitality Rooms sponsored by our Associate Members, featuring products and services that can help you and your counties.
Again this year, the Vendors are having a Social and Dance on Wednesday evening at the Hotel, after the Vendor dinners. This dance, located convenient to the hospitality rooms, will make for a full and fun evening. The Board has eliminated the Friday morning Adjournment Breakfast so that you can leave for home first thing Friday morning and get back to share your new knowledge with your constituents. We will have the PRIZE Give-Away at the Awards Dinner.
I believe that this is going to be an excellent Conference where you will have lots of chances to meet and talk to fellow County Officials and Associates. Additionally, you will have the opportunity to hear some excellent speakers and learn about issues and procedures that you need to know in order to better perform the duties of your office.

The date of our annual conference is rapidly approaching and its time to start making arrangements. The Board of Directors has been working hard to improve the 2003 Commissioner's Conference so that it is more informative and helpful than ever. We have lots of sessions that we think the Registrants will find interesting and helpful. Again this year, we are offering a half day Pre-Conference concerning the impact that new developments have on local governments.
NOTE: Again this year we are having a Vendor Sponsored Social and Dance on Wednesday, December 3 at approximately 9:00 p.m. Wednesday is the night for Vendor dinners but this dance will start when most dinners are over, and the Attendees are looking for something to do. Last year was the first time for this dance and it was VERY successful. We have the dance scheduled convenient to the suite elevators, so there should be good traffic between the dance and the Hospitality rooms. Major Sponsors are automatically sponsors of the Vendor Dance. As the Pre-Conference is separate from the Conference, the Major Sponsor Program is not part of the Pre Conference day, December 2.
Exhibit Booths
We are again offering 3 choices of Exhibit Booths at 3 different prices. The floor plan (see below) is the same plan as 2002, with the Registration Booth in the main lobby. It allows us to offer 10' booth space to those who have 10' exhibits. Lunch will still be served in the Exhibit Hall as usual, and tables to eat at will be available in Suites 8, 9, and 10. If you have any questions concerning the sizes, locations, exhibit requirements, or the add-ons for a booth, please contact Bill Haan.
8’ Booth for $400: This is the standard booth that we have had in the Exhibit Hall for years. These booths are in the center of the Exhibit Hall (7-10 and 19-45) and DOWNSTAIRS (68-70). Please note that no exhibit larger that 8’ long can be placed in an 8’ Booth. If you use a 10’ exhibit, you MUST purchase either two 8’ booths or one 10’ booth. We cannot make exceptions to this rule as a 10’ exhibit in an 8’ booth blocks the visibility of the neighboring booths.
10’ Standard Booth for $475: We are offering 10’ Booths in the Exhibit Hall (1-6, 11-18 and 46-52) and DOWNSTAIRS (71-73). These booths are specifically for those exhibitors who only have 10’ exhibits, but they may also be used with an 8’ exhibit.
10’ Plaza Foyer Booths for $575: This area is the premium booth space. These booths (53-67) are outside the main Exhibit Hall, but at all times must follow the same rules as the other Exhibits.
The Conference Registration desk and Pinel LTAP will be downstairs in the Hotel Lobby area. All Exhibit booths must open and close at the designated times regardless of location and must be “manned” at all times during the exhibit times.

Register for an exhibit booth(s) on the enclosed Registration form and indicate your 1st through 4th choices. If those booths are taken, we will assign the booths on a first-come, first-served basis so register early. As Major Sponsors get to retain their booth from last year, some prime locations will already be taken. If we are sold out of the size of Booth you want, we will call you. The booths are either 8 x 8 or 10 x 8, draped, with table and chair furnished. All additional needs (electrical, etc) can be obtained from the Decorator. If we don’t have your booth registration in by November 1, we cannot guarantee that you will be listed in the Program Booklet.

Hospitality Rooms
There is a registration fee for all Hospitality Rooms. You must make your arrangements directly with the hotel for your Hospitality Rooms and the services that you require by calling Terrie Mitchell at 317-574-6715. We ask that you use common sense in opening the hospitality rooms, but they may not be open during Program times or on Thursday evening between 6:00 PM and 9:00 PM. Remember, the Vendor Dance Wednesday evening (9:00 p.m.) may affect your traffic, if you have questions, please call.
No individual company signs will be allowed in the lobbies of the hotel. You may have a sign OUTSIDE your room. We will provide signs listing the Associate Hospitality Rooms and they will be placed in the main lobby and by the elevators to the Suites. If we don’t have your Hospitality Registration in by November 1, we cannot guarantee that you will be listed in the Program Booklet.
All company representatives in a Hospitality Room or Exhibit Booth
must be registered for the Conference.

($89 for standard room, $115 for standard suite), for HOSPITALITY SUITES, call Terrie Mitchell at 317-574-6715 for rates and availability.
Be sure to make your hotel arrangements no later
than November 1st to ensure a room.
